Purpose and Reason:

It is the purpose of the proposed amendments to further define and establish prevailing standards for the licensure of agencies, facilities, programs and organizations that provide services for adults with developmental disabilities or mental health services for adults who are not in the custody of DCYF and/or substance abuse services for children and adults that are in the best interest of health, safety, and welfare of the public and to ensure that these agencies comply with prevailing standards in providing support and assistance to the individuals they serve. There is no difference between the rule as proposed and the rule as adopted.
